Emergency Imbalance Surcharge (EIS) is a surcharge which is being imposed by a container carrier when they have a lot more imports to a certain destination compared to exports from that same place. To compensate for the empty repositioning that they have to do they are implementing an Emergency Imbalance Surcharge. Either to discourage sending more cargo to this destination, or to have funds to empty repo the container if they do get cargo.
