Valid At Time Of Shipping (VATOS) means that the variable surcharges such as BAF and CAF are determined the moment the goods are loaded onto the vessel/aircraft. You will see in rate quotations that you will get in this sector that for certain surcharges something like VATOS will be mentioned as it is impossible to know f.e. the BAF in advance as this is a floating surcharge as well.
